O’Melveny’s Brittany Rogers, Heather Welles, and Brian Quinn Named 2023 Rising Stars by Law360

NEW YORK—August 1, 2023—O’Melveny partner Brittany Rogers, and counsel Heather Welles and Brian Quinn have been named to Law360’s 2023 list of “Rising Stars,” which honors the top legal talent under 40 “whose legal accomplishments belie their age.”

A securities litigation partner based in O’Melveny’s Los Angeles office, Rogers defends companies and their officers and directors in high profile lawsuits in state and federal court. Law360 recognized Rogers for helping secure a unanimous U.S. Supreme Court win for China Agritech in a securities class action in which the high court held that seriatim class actions are no longer permissible once the statute of limitations lapses. "It's an incredible achievement, I think, for security litigation defendants to finally be able to say that there is an outer limit in terms of time when these lawsuits can be brought," Rogers said.

A founding member of O’Melveny’s Water Practice, Welles is one of only a small group of attorneys in the U.S. possessing the deep expertise in this niche field necessary to counsel clients on a full range of water issues. Law360 lauded Welles for her role in a first-of-its-kind comprehensive groundwater adjudication under California’s Sustainable Groundwater Management Act (SGMA), where she represented a diverse group of landowners and farmers in a multi-stage adjudication involving Las Posas Basin in Ventura County. "It was the first contested groundwater adjudication following the passage of California's Sustainable Groundwater Management Act," Welles said. "A companion piece of legislation puts in place different procedural rules for groundwater adjudication. We're implementing these new statutes as part of this litigation."

Quinn is a member of O’Melveny’s Antitrust and Competition Practice Group and represents clients in a broad range of commercial and criminal matters. Law360 hailed Quinn as a pivotal player on the O’Melveny team that dealt a historic defeat to the U.S. Department of Justice’s Antitrust Division in securing former Pilgrim's Pride CEO Jayson Penn’s acquittal after an unprecedented three price-fixing trials. "The only way to tackle a case of that scope is to break it down into its constituent parts and then have subject-matter experts be assigned to each one of those parts," Quinn said. "We were able to have someone who is always able to answer a question, who would always be capable of stepping up to the plate."
