O’Melveny Welcomes Back Experienced Brussels Antitrust Lawyer Stéphane Frank

BRUSSELS—March 17, 2025—O’Melveny announced today that experienced antitrust lawyer Stéphane Frank has rejoined the firm’s Brussels office as a partner in the Antitrust and Competition Group. His arrival bolsters the team’s European capabilities and expands its worldwide roster of top-tier antitrust practitioners.
For nearly 15 years, Frank has successfully handled a wide array of high-profile antitrust and competition matters, with a focus on matters involving EU and French competition law. A French qualified lawyer and a member of the Brussels bar, he has represented clients in abuse of dominance and cartel enforcement cases. He also has deep experience advising on the intricacies of European merger controls and in the coordination of global, multijurisdictional merger control and FDI filings. His clients span a wide range of industries that align with O’Melveny’s strengths, including the technology, financial services, energy, and aviation sectors.
Recognized as an emerging leader in the European antitrust and competition arena, Frank has been recommended by The Legal 500 EMEA in its “Competition: EU and Global” category. He is returning to O’Melveny from Gibson Dunn, where he was a partner in that firm’s Antitrust and Competition Practice Group. Earlier in his career, Frank served as counsel in O’Melveny’s Brussels office.

Frank’s return to O’Melveny accelerates the firm’s continued strategic growth. With his arrival, 31 lateral partners have joined the firm since 2023, including 11 litigation partners based in the firm’s Brussels, New York, Los Angeles, Dallas, Houston, and Washington, DC offices.
Frank earned his LL.M. from the University of Chicago Law School and his Masters of Laws from the Université Paris 1 Panthéon-Sorbonne and the Université Paris 2 Panthéon-Assas.
