Ellie Phillips is a litigation counsel in O'Melveny's Los Angeles office. Ellie’s practice focuses on white-collar criminal defense and corporate investigations, regulatory matters, and litigation for clients spanning the health care, transportation, entertainment, and higher-education industries.
Ellie has defended clients before various regulatory agencies, including Congress, state attorneys general, the US Department of Justice, and the Office of the Inspector General of the US Department of Health and Human Services, and in several matters involving alleged violations of the False Claims Act. Ellie served as a judicial clerk for the US District Court for the Central District of California.

- Represented a national managed care organization in an investigation by the US Senate Permanent Subcommittee on Investigations regarding prior authorization and the use of artificial intelligence and algorithms in the provision of health care services to Medicare Advantage enrollees
- Represented a global manufacturer in an internal review of the company’s plant and supplier hiring practices in response to an investigation by the US Department of Labor and other state and federal agencies into allegations of child labor at several parts suppliers in the US
- Represented a Special Committee of the Board of Directors for a private university in an investigation of executive misconduct
- Represented an entertainment company in an internal investigation of senior officers concerning possible violations of internal finance and approval policies
- Represented a major public hospital system in responding to state attorney general inquiry regarding use of algorithms and artificial intelligence
- Represented a national commercial health insurer in payor-provider litigation regarding emergency department services
