John Russ Hubbard specializes in advising clients on electric regulations, specifically in complex transactions, regulatory policy matters, and administrative litigation. 

John has worked with a range of businesses to navigate the regulatory requirements of the electricity market in Texas and elsewhere, including electric industry matters governed by the Federal Energy Regulatory Commission (FERC) and the Department of Energy (DOE). He assists companies in complying with state and federal laws governing electricity service and participating in wholesale markets.  

John has represented clients’ interests when testifying on energy issues in Texas House and Senate hearings and in Electric Reliability Council of Texas (ERCOT) committee meetings. He also has experience litigating contested cases involving electricity issues before the Public Utility Commission Texas and State Office of Administrative Hearings.
