Sean T. Andrews is a litigation associate in O’Melveny’s Los Angeles office. He focuses his practice on trial litigation, with experience in a range of matters, including life sciences, false claims act, trademark, bankruptcy, insurance, and sports and entertainment. Sean also has a thriving pro bono practice, regularly representing clients in housing and criminal matters. Sean has significant technical expertise in healthcare, life sciences, and medical issues given his background at the U.S. Dept. of Health and Human Services and prior work as a paramedic. He regularly advises on expert witness preparation, particularly in these areas.
Sean has a deep understanding of the federal health regulatory landscape. Prior to joining O’Melveny, he was a career federal civil servant in the national security and public health space, including stints at the Department of Defense, the Department of Homeland Security, and the Department of Health and Human Services (HHS). Sean most recently served as the Executive Officer of Regional Operations in the Administration for Strategic Preparedness and Response at HHS. He has worked with nearly every agency within HHS on substantive policy and legal issues, including the Centers for Medicare and Medicaid Services, the Food and Drug Administration, the Centers for Disease Control and Prevention, and the Office of the Secretary.
Sean previously served as a law clerk for the Michigan State Governor’s Office of Legal Counsel and as a legal intern in the Office of the Federal Defender of the Eastern District of California. In law school, Sean was awarded the Carl Gussin prize for excellence in trial work.

- Represented large national healthcare provider in civil false claims act litigation.
- Represented tenant who filed a harassment claim against a landlord, resulting in a large settlement for a pro bono client.
- Represented criminal defendant in a multi-state drug trafficking conspiracy case, resulting in a significantly reduced prison term after sentencing mitigation.
